A big strike in the construction sector could soon hit Quebec as the talks between the unions and the employers’ groups have not ended yet. The collective agreements of about 190,000 construction workers have expired since April 30th, 2025, and the uncertainty is growing as possible work conflicts are dangerously coming closer and closer.
The negotiations began at the end of 2024, but they are not moving forward, even with mediators helping since March. If no extension is given, the unions could legally start a strike from May 21st. If mediation is extended, this right would be delayed until June 20th. A strike would then affect all sectors in housing, business, industry, and civil engineering. However, many workers will choose to keep working despite the situation.
Some progress has been made, an agreement was reached in civil engineering and road work with the Quebec Road Builders and Major Works Association, which includes a 22% salary increase over four years. But most sectors will still not have an agreement.
Because of the risk of blockage, the Quebec Construction Commission (CCQ) decided to send holiday paychecks early, in April instead of June. This measure is meant to avoid delays caused by a strike in construction.
A strike would affect hundreds of construction sites and could stop big infrastructure projects across the province. Experts warn it could make it even harder to find a place to live, increase building costs, and slow down projects that are already behind time.
